Who was Jack Brooks?

Jack Bascom Brooks was a Democratic lawmaker from Beaumont, Texas, who served in the U.S. House of Representatives for 42 years. Defeated in 1994, Brooks was the most senior Representative ever to have lost a general election for the U.S. House.
