Jean-Claude Frécon is a member of the Senate of France, representing the Loire department, and has served in the Congress of the Council of Europe since 1994, of which he is the current President of Chamber of Local Authorities in the Congress of Local and Regional Authorities of the Council of Europe having served as a Vice-President in Congress since 2002 and as President of the Congress French Delegation since 2004.
He is a member of the French Socialist Party.
