Frederick Carlyle "Rick" Boucher is an American politician who was the U.S. Representative for Virginia's 9th congressional district from 1983 to 2011. He is a member of the Democratic Party. He was defeated in the 2010 elections, while trying to be elected to a 14th term, when he was challenged by Morgan Griffith.
