Who is Virgil A. Richard?

Brigadier General Virgil A. Richard is a retired US Army General who served 32 years of active military service of which 30 were devoted to Financial Management. Richard has become an outspoken critic of the "Don't ask, don't tell" policy of the U.S. Armed Forces and has gained national media attention as a part of a small group of high-ranking military officers who have come out as gay after retirement.
