Jahn war Inhaber eines Zeitschriftenvertriebs. Er beteiligte sich ab 1945 am Wiederaufbau der SPD und war 1945/46 Vorsitzender des Kreisverbandes Rendsburg. Er gehörte dem Landtag Schleswig-Holstein in dessen erster Ernennungsperiode an.
